     1       Amend Title, page 1, lines 1 and 2, by striking out all of
     2    line 1 and "the electors, of $400,000,000" in line 2 and

     8    Section 4.  Funding.
     9       (a)  Emergency liquor tax.--The Secretary of the Budget shall
    10    transfer from the emergency liquor tax revenues collected under
    11    the act of June 9, 1936 (Sp. Sess, P.L.13, No.4), entitled as
    12    reenacted and amended, "An act imposing an emergency State tax
    13    on liquor, as herein defined, sold by the Pennsylvania Liquor
    14    Control Board; providing for the collection and payment of such
    15    tax; and imposing duties upon the Department of Revenue and the
    16    Pennsylvania Liquor Control Board," to the authority the amount
    17    of $200,000,000 annually for fiscal year 2008-2009 through
    18    fiscal year 2011-2012.
    19       (b)  Pennsylvania Gaming Economic Development and Tourism
    20    Fund.--The Secretary of the Budget shall transfer from the
    21    Pennsylvania Gaming Economic Development and Tourism Fund to the
    22    authority annually for fiscal year 2008-2009 through fiscal year
    23    2011-2012, all money in the Pennsylvania Gaming Economic
    24    Development and Tourism Fund not otherwise allocated to projects
    25    specified under 4 Pa.C.S. § 1407 (relating to Pennsylvania
    26    Gaming Economic Development and Tourism Fund) and under the act
    27    of July 25, 2007 (P.L.342, No.53), known as Pennsylvania Gaming
    28    Economic Development and Tourism Fund Capital Budget Itemization
    29    Act of 2007.
    30       (c)  Use.--Proceeds shall be deposited in a special fund in
    31    the State Treasury and shall be used for grants and loans by the
    32    Pennsylvania Infrastructure Investment Authority for drinking
    33    water system and wastewater treatment system projects.
    34    Section 5.  Grant limitations.
    35       (a)  Limit on aggregate amount.--The aggregate amount of
    36    grants awarded under this act may not exceed $200,000,000.
    37       (b)  Limit of authority.--The board shall have no power to
