Amend Bill, page 3, lines 2 through 10, by striking out "An
individual who has" in line 2 and all of lines 3 through 10 and
inserting
An individual who:
(1) has attained 18 years of age and satisfies one of
the following:
(i) is basic skills deficient;
(ii) does not have a secondary school diploma or its
recognized equivalent and has not achieved an equivalent
level of education;
(iii) is an English language learner; or
(iv) requires additional training to reenter the
workforce after a job loss or gap in employment; and
(2) has been adversely impacted by the COVID-19 public
health emergency.
Amend Bill, page 6, by inserting between lines 21 and 22
(9) An attestation that grant funds will only be used to
provide programming and services to eligible program
participants who have been adversely impacted by the COVID-19
public health emergency.
Amend Bill, page 7, line 7, by inserting after "year"
after grants are awarded
