Subject: Conservation Corridors (Introduced as HR 74 last session)
 
Soon, I will be reintroducing a resolution directing the Legislative Budget and Finance Committee to conduct a study of conservation corridors in Pennsylvania. This is the same language contained in HR 74 from the 2021-2022 Session. That resolution garnered significant bi-partisan support and passed the House Transportation Committee with only one negative vote.

The goal of the study is to assist these entities in managing wildlife habitat, limiting forest fragmentation, planning connectivity, and planning crossings to limit the number of wildlife-vehicle collisions in Pennsylvania as well as maintaining and enhancing Pennsylvania as one of the nation’s top destinations for outdoor recreation tourism.  Recommendations, if any, from the study would be directed to government agencies and departments and, as appropriate, shared with non-profits and private owners.

A conservation corridor is defined as habitat linkage that joins two or more areas of wildlife habitat, allowing for fish passage or the movement of plant or animal wildlife from one area to another. 

Pennsylvania has the 5th largest highway system in the country, and it has been demonstrated that fragmentation of wildlife habitat occurs in the absence of appropriate planning for corridors. From a green policy perspective, corridors would help stitch these habitats back together. This would enable large and small animals to traverse safely over and under highways, fish and aquatic life to navigate through more effective culverts, and native plant life to expand and flourish. Corridors not only make the roads people take to get here safer, but they also support the habitat that Pennsylvanians and out-of-state visitors travel to see.
