MEMORANDUM

To: All House members
Subject: Flexible Instructional Days for Schools- COVID-19

In Pennsylvania, schools are permitted to use up to five flexible instructional days (FIDs) each year in the event of an emergency that would prevent school buildings from operating. However, schools are required to get plans for their FIDs approved no later than September 1 of each year. Due to the recent health emergency procedures put into place because of the Coronavirus (COVID-19) pandemic, schools have closed and students are expected to stay home until at least March 30, if not longer.

To allow schools to provide continuity of education to their students in the face of this unexpected and unprecedented event, I am introducing legislation that would:
  • Permit the Pennsylvania Department of Education (PDE) to approve FID plans at any time; and
  • Permit the Secretary of the PDE to increase the number of FIDs allowed in the event of a declared emergency.
Please join me in co-sponsoring legislation to ensure the quality of our education is not hindered in the event of an emergency.
