Subject: Unemployment Compensation for Small Business Owners- Waiver Request
 
In the near future, I plan to introduce legislation that would request a waiver from the federal government for self-employed individuals to be able to collect Unemployment Compensation during emergency situations like we are currently in with COVID-19. Currently, self-employed individuals are not able to collect Unemployment Compensation. Similar legislation has been previously introduced as HB 1689 from the 2013-2014 session; however, that legislation was not in regard to an emergency situation.

Unfortunately, this dilemma exists due to requirements of the Federal Unemployment Tax Act (FUTA), which is part of the Internal Revenue Code. It is my goal to work with our federal partners to assist our small business owners, who have been affected by this pandemic, and would last during the length of this emergency.
