BLACKWELL, Lucien E., a Representative from Philadelphia County; born in Whitsett, Fayette County, Pa., August 1, 1931; attended, St. Joseph’s College; served, United States Army (1952-1954, Korean War); president, Local 1332, International Longshoremen’s Association (1973-1991); chair, 46th Ward Democratic Labor Committee; elected as a Democrat to the Pennsylvania House of Representatives for the 1973 and 1975 terms; resigned from the House, December 31, 1975; elected, city council, Philadelphia (1976-1991); elected, United States Congress (November 5, 1991-1995); unsuccessful campaign, mayor, Philadelphia (1979, 1991); unsuccessful campaign for reelection to Congress (1994); private advocate; died, January 24, 2003 in the city of Philadelphia, Philadelphia County, Pennsylvania; interred, Mount Lawn Cemetery, Sharon Hill, Delaware County, Pennsylvania.
