VANN, Kenneth Earl Bernard, a Representative from Philadelphia County; born, October 18, 1913 in Wilmington, New Hanover County, NC; graduated, South Philadelphia High School; attended, University of Pennsylvania; served, "U.S.S. Hutchinson," "U.S.S. Morzim," United States Coast Guard (1942-1945, World War II); Inspector, Pennsylvania State Buildings (1955-1963); clerk, Philadelphia Board of Revision of Taxes (1963); Philadelphia Tax Revenue Collector (1963-1964); secretary, 36th Ward Democratic Executive Committee; elected as a Democrat to the Pennsylvania House of Representatives by Special Election, April 28, 1964 to serve the remaining 1963 term; Sworn-In, June 16, 1964; not a candidate for reelection to the House for the 1965 term; reelected to the House to serve the 1967 term and served 6 consecutive terms thereafter; appointed, Legislative Budget and Finance Committee (1975-1975); resigned from the House, December 31, 1975; elected, city council, Philadelphia (1976-1980); died, October 23, 1985 in Philadelphia, Philadelphia County, Pennsylvania; interred, Mount Lawn Cemetery, Sharon Hill, Delaware County, Pennsylvania.
