HULINGS, Willis James, a Representative from Venango County; born, July 1, 1850 in Rimersburg, Clarion County, Pa.; commander, Second Brigade, Pennsylvania National Guard (1876-1912); brigadier general, 16th Regiment, Pennsylvania Volunteer Infantry (Spanish-American War, 1898); attorney-at-law; engaged, oil business; elected as a Republican to the Pennsylvania House of Representatives for the 1881, 1883, and 1885 terms; not a candidate for reelection to the House for the 1887 term; elected, Pennsylvania State Senate (1906-1910); elected, United States Congress (Progressive party, 1913-1915; Republican, 1919-1921); unsuccessful campaign for reelection to Congress (1914, 1920); died, August 8, 1924 in Oil City, Venango County, Pennsylvania; interred, Grove Hill Cemetery, Oil City, Venango County, Pennsylvania.
