BLACK, Charles S., a Representative from Allegheny County; born in Pittsburgh, Allegheny County, Pa., July 9, 1857; clerk, Assessor’s office, Pittsburgh; chief clerk, United States Postal Service, Pittsburgh (1881); elected, alderman (1890-1900); school director; clerk, Quarter Sessions Court, Allegheny County (1890-1896); proprietor, Tammany Restaurant; proprietor, Black’s restaurant; elected as a Republican to the Pennsylvania House of Representatives for the 1897 term; not a candidate for reelection to the House for the 1899 term; secretary, Pennsylvania State Senator Frank J. Harris (1925-1945); died, January 24, 1945 in Mt. Lebanon, Allegheny County, Pennsylvania.
