Of Mifflin County, Frederick W. Culbertson was born in North Middleton Township, Cumberland County, on March 21, 1868; the son of Mifflin County attorney Horace James and Julia M. (Watts) Culbertson.  Miss Watts, was the daughter of Judge Frederick Watts of Cumberland County.  Frederick was educated at Lewistown Academy, New Bloomfield Academy, and graduated from Lafayette College; read law and was admitted to the Mifflin bar, 1892; also admitted to practice before the US Supreme, Superior, and District Courts; chair of the Mifflin County Republican Committee, three years; borough solicitor, 1893-1897; county solicitor, 1897-1902; district attorney, 1902-1905; elected to the Senate of Pennsylvania for two terms, 1921-1928.  He married Emily L. Porter who died in 1933.
Died March 21, 1951, interred at St. Marks Episcopal Cemetery.
