The son of Samuel H. and Lucinda (Rogers) Rowland, born in Saratoga County, NY, December 26, 1827; moved to what became Rowlands, Pike County, Pennsylvania in 1828; schooled within the homes comprising the small settlement; taught school for two winter terms; partner with his father in the mercantile business in Kackawaxen Twp.; started his own merchandising and lumber business in 1851; school director; delegate to numerous Democratic State Conventions; elected to the state House of Representatives, 1861 and ran two terms, and served one term in the state Senate, 1873-1875. He married Catherine Ammerman in 1849.
