SMITH, Howard, a Representative from Philadelphia County; born, May 16, 1875 in Philadelphia, Philadelphia County, Pa.; attended, Temple College (now Temple University); first sergeant, 1st and 19th Regiments, Pennsylvania National Guard; master plumber; secretary, Pennsylvania State Association of Master Plumbers; chair, 22nd Ward Republican Committee; elected as a Republican to the Pennsylvania House of Representatives for the 1921 and 1923 terms; elected, city council, Philadelphia (1923-1932); died, November 23, 1941 in Philadelphia, Philadelphia County, Pennsylvania; interred, West Laurel Hill Cemetery, Bala Cynwyd, Montgomery County, Pennsylvania.
