HARPER, Ruth B., a Representative from Philadelphia County; born in Hinesville, Liberty County, Ga., December 24, 1927; graduated, Cuyler-Beach High School; attended, Berean Institute School of Cosmetology and Business; attended, Flamingo Modeling and Charm School; attended, the Philadelphia Miniversity; attended, LaSalle College; attended, Moore College of Art; owner and director, Ruth Harper’s Modeling and Charm School (1963-2004); instructor, Simon Gratz High School and Strawberry Mansion Junior High School; columnist, Tioga News; leader, 13th Ward Democratic Committee, 23rd Division; founder and president, North Central Women’s Political Caucus; elected, member, Democratic National Committee (1979-1996); elected as a Democrat to the Pennsylvania House of Representatives for the 1977 term and served 7 consecutive terms thereafter; appointed, Pennsylvania Commission on Crime and Delinquency (1979-1984); not a candidate for reelection to the House (1992); died, February 13, 2006 in the city of Philadelphia, Philadelphia County, Pennsylvania; interred, Magnolia Memorial Gardens, Savannah, Chatham County, Georgia.
