KELSEY, Oliver S., a Representative from Clinton County; born in the city of Erie, Erie County, Pa., August 9, 1855; educated in public schools; served, Pennsylvania National Guard (5 years); page, Republican Caucus, Pennsylvania House of Representatives (1870-1871); clerk, General Superintendent’s Office of the Philadelphia and Erie Division, Pennsylvania Railroad (1871-1881); superintendent of transportation at Philadelphia, Pennsylvania Railroad (1882); manager, Foresman and Kelsey, grain millers; chair, Clinton County Republican Committee (1898-1899, 1927); elected, burgess, South Williamsport (4 years); elected, burgess, Flemington; elected as a Republican to the Pennsylvania House of Representatives in 1902; reelected to the House in  1904, 1908, and 1910; unsuccessful campaign for reelection to the House (1906); died, August 19, 1931 in New Castle, Lawrence County, Pennsylvania
