Dennis Whelen, born January 19, 1761, was the youngest child (a twin to Townsend) of Dennis and Sarah Thompson Whelan of Uwchlan Township, Chester County, and the brother of state Senator Israel Whelen. He is thought to be the founder of the Chester and Delaware Federalist, and after that, the Village Record. He was a member of the state House of Representatives, 1792-1793, and the state Senate for two terms, 1794-1802. His wife was Mary Downing, the daughter of Joseph Downing. He died in Chester County, 1819.
