Allen born May 1, 1840, Russellburg, Pine Grove Township, Warren County, Pennsylvania; Jamestown Academy; Randolph Academy; read law with Scofield and Brown, Warren, Pennsylvania; admitted, law practice, Scofield and Brown, Warren, Pennsylvania, 1864; elected, district attorney of Warren County, 1864; appointed postmaster, Warren County, 1877-1885, elected, Pennsylvania State Senate, 1887-1890; married, Maria Cordelia Cook; died, July 15, 1914, Russellburg, Warren County, Pennsylvania. Burial location unknown.
