A RESOLUTION
Directing the Legislative Budget and Finance Committee to
conduct a study and issue a report comparing the Department
of Transportation's ability and practices in maintaining and
completing infrastructure projects to other similar states
and countries.
WHEREAS, Investments in road and bridge construction are
critical to highway safety, mobility and economic development of
this Commonwealth; and
WHEREAS, Despite the highest liquid fuels tax in the country,
highest tolled Turnpike in the world and increasing driver fees,
reliable and sustainable transportation maintenance and
construction remains a systemic issue in this Commonwealth; and
WHEREAS, Pennsylvania ranks second in the nation in number of
bridges in poor condition and faces a $8.1 billion shortfall for
critical infrastructure maintenance; therefore be it
WHEREAS, Despite having one of the highest liquid fuels taxes
in the country, increasing driver fees and transportation
maintenance and construction remain an issue in this
Commonwealth; and

WHEREAS, Pennsylvania ranks fifth in the nation in number of
State and local bridges with deck areas in poor condition and
faces an $8.1 billion shortfall for critical infrastructure
maintenance; therefore be it
RESOLVED, That the House of Representatives direct the
Legislative Budget and Finance Committee to conduct a study and
issue a report comparing the Department of Transportation's
ability and practices in maintaining and completing
infrastructure projects to other similar states and countries;
and be it further
RESOLVED, That the Legislative Budget and Finance Committee
may choose at its discretion which other states' and counties'
infrastructure to use for comparison in the report; and be it
further
RESOLVED, That the study include:
(1) The condition of highways, AND bridges of states
that operate similar highway systems responsibilities and
other major assets to ascertain efficacy of management,
funding provided and results achieved.
(2) The total dollars and percentage of state
transportation funding versus Federal transportation funding.
(3) Operation costs and maintenance budgets.
(4) Vehicle miles traveled comparing residents and out-
of-state vehicles.
(5) Total miles of state-owned and maintained highway.
(6) The total number of state-owned and maintained
bridges.
(7) The average completion time and cost of highway and
bridge projects.

employees and average salary rate.
(9) (8) Use of new technologies and engineering
advancements;
and be it further
RESOLVED, That the Legislative Budget and Finance Committee
report its findings to the chair and minority chair of the
Transportation Committee of the Senate and the chair and
minority chair of the Transportation Committee of the House of
Representatives within 12 18 months of the adoption of this
resolution.
