A RESOLUTION
Establishing the Select Committee on the Jobs of the Future to
investigate, review and make findings and recommendations
regarding opportunities for the development of new
industries, including advanced manufacturing, in this
Commonwealth.
WHEREAS, The worldwide pandemic caused by the novel
coronavirus 2019 (COVID-19) demonstrated America's concerning
dependence on foreign nations to manufacture and produce
critical supplies; and
WHEREAS, Most of this critical supply chain is manufactured
offshore using high-tech techniques that were developed and
created in this Commonwealth's research, technology and higher
education institutions; and
WHEREAS, It is most important for America's national security
and economy to ensure that critical supplies and other goods are
produced and manufactured domestically; and
WHEREAS, This Commonwealth is uniquely positioned to reshore
these high-tech manufacturing operations due to its plentiful

natural resources, connected infrastructure and world-renowned
research, technology and educational institutions; therefore be
it
RESOLVED, That the House of Representatives establish the
Select Committee on the Jobs of the Future to investigate,
review and make findings and recommendations regarding
opportunities for the development of new industries, including
advanced manufacturing, in this Commonwealth; and be it further
RESOLVED, That the select committee investigate, review and
make findings and recommendations regarding all of the
following:
(1) The critical supplies and goods during the COVID-19
pandemic that are primarily or exclusively available only
through foreign supply chains.
(2) Resources that are available to train students for
careers in new industries, including advanced manufacturing,
at building trade union facilities, technical educational
institutions, K-12 schools and colleges and universities in
this Commonwealth.
(3) Other states' best practices and programs to reshore
advanced manufacturing operations, attract high-tech
industries and prepare students for careers in new
industries, including advanced manufacturing;
and be it further
RESOLVED, That the select committee develop proposals which
encourage postsecondary educational institutions in this
Commonwealth to expand career training programs that will help
meet the needs of current and future employers; and be it
further
RESOLVED, That the select committee consist of five members

of the House of Representatives, including three members from
the majority caucus of the House of Representatives and two
members from the minority caucus of the House of
Representatives; and be it further
RESOLVED, That the Speaker of the House of Representatives
appoint the chair of the select committee from among the members
of the select committee; and be it further
RESOLVED, That the select committee hold hearings, call
witnesses, take testimony and make its investigations at such
places as it deems necessary in this Commonwealth; and be it
further
RESOLVED, That the select committee be authorized to instruct
any individual to appear before the select committee to answer
questions on matters properly being inquired into by the select
committee and to produce books, papers, records, accounts,
reports and documents as the select committee deems necessary;
and be it further
RESOLVED, That the Education Committee of the House of
Representatives assist the select committee to the fullest
extent possible; and be it further
RESOLVED, That the select committee submit a report of its
findings and recommendations, including any recommendations for
any appropriate legislation or other action, to the House of
Representatives no later than November 30, 2021 2022.
