AN ACT
Amending Title 65 (Public Officers) of the Pennsylvania
Consolidated Statutes, in lobbying disclosure, further
providing for definitions, providing for ethics training and
further providing for administration.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 65 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
Section 1. Section 13A03 of Title 65 of the Pennsylvania
Consolidated Statutes is amended by adding a definition to read:
§ 13A03. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:

"Campaign consultant." An individual who receives
compensation for professional campaign-related services,

including, but not limited to, political, strategic, advisory or
fundraising services, rendered to a campaign to elect an
individual to office.

Section 2. Title 65 is amended by adding a section to read:
§ 13A05.1. Ethics training.
Each lobbyist and campaign consultant shall annually complete
at least one hour of ethics training developed and managed by
the department commission under section 13A08(l) 13A08 (relating
to administration). A lobbyist or campaign consultant subject to
this section shall be subject to the same penalties imposed
under section 13A09(c) (relating to penalties). The annual
period shall begin on July 1 after the effective date of this
section.
Section 2 3. Section 13A08 of Title 65 is amended by adding
a subsection to read:
§ 13A08. Administration.

(l) Ethics training.--The department shall develop and
manage a program for ethics training required for lobbyists and
campaign consultants under section 13A05.1 (relating to ethics
training).
Section 3 4. This act shall take effect in 60 180 days.
