AN ACT
Designating a bridge on that portion of old State Route 22 over
the Conemaugh River in Blairsville Borough, Indiana County,
as the Blairsville Area Veterans Memorial Bridge.; AND
DESIGNATING THAT PORTION OF STATE ROUTE 4027, ALSO KNOWN AS
BUSINESS U.S. ROUTE 220, OVER THE NORFOLK SOUTHERN MAINLINE
RAILROAD TRACKS IN GRAZIERVILLE, SNYDER TOWNSHIP, BLAIR
COUNTY, AS THE JOHN FREDERICK BRIDGES MEMORIAL BRIDGE.;
designating the bridge, identified as Bridge Key 53825, on
that portion of State Route 1011, also known as Castile Run
Road, over the South Fork Tenmile Creek between Jefferson
Township and Clarksville Borough, Greene County, as the PFC
Brent A. McClellan Memorial Bridge; designating a bridge on
that portion of U.S. Route 11 over the Susquehanna River
between the City of Pittston and West Pittston Borough,
Luzerne County, as the Specialist Dale J. Kridlo Memorial
Bridge; designating a bridge at the junction of State Route
150 and State Route 64 over Fishing Creek in Mill Hall
Borough, Clinton County, as the U.S. Navy SOC David M.
Collins Veterans Memorial Bridge; designating a bridge on
that portion of State Route 2014 over Lycoming Creek, City of
Williamsport, Lycoming County, as the Alexander M. McFadden
Memorial Bridge; and designating a bridge on that portion of
State Route 85 over the north branch of Plum Creek, Plumville
Borough, Indiana County, as the Henry Lue Weaver Memorial
Bridge.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Blairsville Area Veterans Memorial Bridge.
(a) Designation.--The bridge located on old State Route 22
that connects Blairsville Borough, Indiana County, and Derry

Township, Westmoreland County, over the Conemaugh River is
hereby designated the Blairsville Area Veterans Memorial Bridge.
(b) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
SECTION 2. JOHN FREDERICK BRIDGES MEMORIAL BRIDGE.
(A) FINDINGS.--THE GENERAL ASSEMBLY FINDS AND DECLARES AS
FOLLOWS:
(1) JOHN FREDERICK BRIDGES GRADUATED FROM THE TYRONE
AREA SCHOOL DISTRICT AND ENLISTED IN THE UNITED STATES ARMY
IN SEPTEMBER 1942.
(2) SERGEANT BRIDGES SERVED WITH DISTINCTION IN THE
778TH TANK BATTALION, PART OF GENERAL GEORGE PATTON'S 3RD
ARMY DIVISION, UNTIL HIS DEATH ON MARCH 7, 1945, WHILE IN
ACTION IN GERMANY.
(3) SERGEANT BRIDGES WAS AWARDED THE PURPLE HEART WITH
OAK LEAF CLUSTER FOR GIVING HIS LIFE AND PROTECTING HIS MEN.
(B) DESIGNATION.--THE BRIDGE LOCATED ON THAT PORTION OF
STATE ROUTE 4027, ALSO KNOWN AS BUSINESS U.S. ROUTE 220, OVER
THE NORFOLK SOUTHERN MAINLINE RAILROAD TRACKS IN GRAZIERVILLE,
SNYDER TOWNSHIP, BLAIR COUNTY, IS HEREBY DESIGNATED THE JOHN
FREDERICK BRIDGES MEMORIAL BRIDGE.
(C) SIGNS.--THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND
MAINTAIN APPROPRIATE SIGNS DISPLAYING THE NAME OF THE BRIDGE TO
TRAFFIC IN BOTH DIRECTIONS ON THE BRIDGE.
Section 3. PFC Brent A. McClellan Memorial Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Private First Class Brent A. McClellan was born on
March 18, 1944, to Mr. and Mrs. George McClellan, Jr., in

Clarksville, Greene County.
(2) In 1963, PFC McClellan graduated from Jefferson-
Morgan High School in Jefferson, Greene County.
(3) In May of 1965, PFC McClellan was drafted into the
United States Army to undertake basic training and advanced
infantry training.
(4) Upon the completion of his training, PFC McClellan
was selected to serve in the Honor Guard at Fort Myers,
Virginia, near Washington D.C., during which time he was
chosen to stand by the grave of President John F. Kennedy.
(5) In December of 1965, PFC McClellan was deployed to
Vietnam, where he was assigned as an infantryman to the 1st
Platoon, B Company, 1st Battalion, 5th Cavalry, 1st Cavalry
Division, during the Vietnam Conflict.
(6) On February 28, 1966, at 21 years of age, PFC
McClellan was killed in an ambush by hostile forces during
Operation Masher, also known as Operation White Wing, in Binh
Dinh Province, South Vietnam.
(7) PFC McClellan's awards include the Purple Heart, the
National Defense Service Medal, the Vietnam Service Medal,
the Vietnam Campaign Medal and the Combat Infantryman Badge.
(b) Designation.--The bridge, identified as Bridge Key
53825, located on that portion of State Route 1011, also known
as Castile Run Road, over the South Fork Tenmile Creek between
Jefferson Township and Clarksville Borough, Greene County, is
hereby designated as the PFC Brent A. McClellan Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 4. Specialist Dale J. Kridlo Memorial Bridge.

(a) Findings.--The General Assembly finds and declares as
follows:
(1) On March 27, 1977, Specialist Dale J. Kridlo was
born to Albert Kridlo and Michelle Shymanski Dale in the City
of Scranton.
(2) Specialist Kridlo was a graduate of Pittston Area
High School and worked as a local painting contractor before
enlisting with the United States Army.
(3) After joining the United States Army, Specialist
Kridlo was assigned to the 27th Engineer Battalion, 20th
Engineer Brigade, XVIII Airborne Corps, Fort Bragg, North
Carolina.
(4) On November 7, 2010, at the age of 33, Specialist
Kridlo was killed in Kunar Province, Afghanistan, while
serving in support of Operation Enduring Freedom.
(5) For his military service, Specialist Kridlo was
awarded the Bronze Star Medal and the Purple Heart.
(b) Designation.--The bridge located on that portion of U.S.
Route 11 over the Susquehanna River between the City of Pittston
and West Pittston Borough, Luzerne County, is hereby designated
as the Specialist Dale J. Kridlo Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 5. U.S. Navy SOC David M. Collins Veterans Memorial
Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Bald Eagle Township and Mill Hall Borough wish to
honor a fallen soldier of Clinton County who served our

nation in the armed forces.
(2) David M. Collins was born on March 3, 1969, and was
raised in Lock Haven.
(3) After graduating from Lock Haven High School in
1988, he enlisted in the United States Navy.
(4) Over the course of his career, Chief Petty Officer
David M. Collins completed deployments to South America, Iraq
and Afghanistan, having served in the first Gulf War, the
Iraq War and Operation Enduring Freedom.
(5) Chief Petty Officer David M. Collins' personal
awards and decorations include a Bronze Star Medal, Joint
Service Commendation Medal, Navy and Marine Corps
Commendation Medal with Valor, Army Commendation Medal, Navy
and Marine Corps Achievement Medal, Combat Action Ribbon,
eight Navy Good Conduct Medals and numerous service and
campaign awards.
(6) After 25 years of service, Chief Petty Officer David
M. Collins retired in September 2012 from the United States
Navy.
(7) Upon retirement, Chief Petty Officer David M.
Collins worked for Blackbird Technologies.
(8) On March 12, 2014, at age 45, Chief Petty Officer
David M. Collins passed away in Virginia Beach, Virginia.
(9) Chief Petty Officer David M. Collins is survived by
his wife, Jennifer M. Collins, children, Grace and Samuel
Collins, mother, Rose Ann McNerney, sister, Lari Ann Collins,
and brother, Thomas Collins.
(b) Designation.--The bridge located at the junction of
State Route 150 and State Route 64 over Fishing Creek in Mill
Hall Borough, Clinton County, is designated the U.S. Navy SOC

(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 6. Alexander M. McFadden Memorial Bridge.
(a) Findings.--The General Assembly finds as follows:
(1) Upon Williamsport's incorporation as a city on
January 15, 1866, the city sought the appointment of a
regular police force.
(2) Alexander M. McFadden, a native of Loyalsock
Township, was named the first Chief of Police of the City of
Williamsport on July 2, 1866, and served until May 23, 1867.
(b) Designation.--The bridge located on State Route 2014
over Lycoming Creek, City of Williamsport, Lycoming County, is
hereby designated as the Alexander M. McFadden Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 7. Henry Lue Weaver Memorial Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Private First Class Henry Lue Weaver was a native of
Plumville, Indiana County, and graduated from Marion Center
Area High School.
(2) PFC Weaver was drafted into the United States Army
in August 1966 and completed basic training at Fort Jackson
in South Carolina.
(3) On April 22, 1967, PFC Weaver was killed in action
in South Vietnam while serving with the 35th Infantry
Regiment, 25th Division.

(4) While growing up in Plumville, PFC Weaver walked
across the bridge being designated in his honor almost daily.
(b) Designation.--The bridge located on State Route 85 over
the north branch of Plum Creek in Plumville Borough, Indiana
County, is designated the Henry Lue Weaver Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 2 3 8. Effective date.
This act shall take effect in 60 days.
