An Act providing for a citizens' constitutional convention, for a referendum on the question and for the nomination and election of delegates; defining the powers and duties of the convention; providing for operation of the convention; conferring powers and imposing duties on the Governor, the Lieutenant Governor, the Secretary of the Commonwealth, the Chief Justice of the Supreme Court, certain judges of the Commonwealth Court, the State Treasurer, the Auditor General, the Attorney General, officers of the General Assembly, the Pennsylvania Historical and Museum Commission and county election boards; providing for a referendum on the convention's report; imposing penalties; and making an appropriation.
