Regular Session 2009-2010
House Resolution 654

Short Title:
A Resolution directing the Environmental Resources and Energy Committee of the House of Representatives to formally investigate whether some utility companies were unjustly enriched by overcollecting and charging billions of dollars in unjustified stranded cost payments under the Electricity Generation Customer Choice and Competition Act of 1996 to Pennsylvania ratepayers, and whether those electric utilities' generation affiliates, which received formerly regulated generation assets of the utility companies at little to no cost, were unjustly enriched in those transactions.
