Short Title:
A Resolution urging the President and Congress of the United States to restructure the requirement in section 149(d) of the Internal Revenue Code of 1986, either legislatively or by regulation, to ease the limits on the refinancing of long-term debt and on the advance refunding of private activity bonds by state and local governments.
