Short Title:
A Resolution memorializing the Congress of the United States to direct the FBI and the IRS to establish procedures and safeguards to deal with requisitions for any file on any person which either agency possesses and to require the requisitioned agency to make a determination before the agency releases it, however temporarily that each such file will be used for legitimate purposes only.
