An Act amending the act of March 1, 1988 (P.L.82, No.16), known as the Pennsylvania Infrastructure Investment Authority Act, establishing limited powers of the authority to provide loans to water, sewer and water and sewer authorities and to municipalities acting as either or both, which suffered damage or threats of damage in the blizzard of January 1996 and the resulting flood emergency.
