An Act authorizing school districts to impose taxes on personal income, earned income and net profits; providing for the levying, assessment and collection of such taxes; providing for the powers and duties of the Department of Community Affairs, the Department of Revenue and the State Treasurer; providing an additional exemption from the tax on intangible personal property; providing for limitations on debt of school districts; exempting school districts from compliance with certain laws that require school districts to spend funds or that limit the ability of school districts to raise revenue; and restricting the taxing authority of certain political subdivisions.
