A Resolution providing for the adoption of permanent rules of the House of Representatives with amendments relating to consideration of bills, first consideration bills, amendments and the House calendar; directing the Rules Committee to adopt certain amendments to the Expense Account Guidelines; directing the Bipartisan Management Committee to take action relating to vehicle leases, office equipment and office lease payments; and rescinding previous inconsistent rules.
