L. 1198, No. 418), known as the "Surface Mining Conservation and Reclamation Act," further providing for proceedings involving contamination or diminution of water supplies; providing for pollutional discharges and bonds; extending the Emergency Bond Fund to anthracite surface mines; and making an appropriation.
