An Act providing a comprehensive plan for health care for the indigent; providing further duties of the Department of Health, the Department of Public Welfare and the Department of Revenue; providing for a hospital payment system and for certain responsibilities under the Medicaid program; providing primary health care programs for children and adults; establishing the Pennsylvania Health Care Fund and the Pennsylvania Health Insurance Partnership Trust Fund; making certain assessments; imposing a tax; providing for certain tax credits; providing for enforcement and civil penalties; providing for certain health care studies; further providing for eligibility for medical assistance; and making repeals.
