L. 556, No. 101), known as the "Municipal Waste Planning, Recycling and Waste Reduction Act," providing for returnable beverage containers; requiring a refund value for certain beverage containers; further providing for duties of the Department of Environmental Resources; providing for a pilot glass recycling project; providing civil penalties; and making an appropriation.
