L. 382, No. 164), known as the "Municipality Authorities Act of 1945," providing for the membership and bylaws of a joint sanitary authority created by cities of the second class and counties of the second class, for billing procedures and audits of the joint sanitary authority and for service standards, performance evaluation measures and billing procedures of the joint sanitary authority.
