An Act providing for a ban on the importation, ownership, possession, barter, trade and sale of live wild birds for use as pets or other uses; permitting regulated captive breeding of specified live wild birds and ownership and sale of the captive offspring; requiring a bird breeder's permit; providing for administration and enforcement by the Department of Agriculture; and providing penalties.
