L. 130, No. 48), known as the "Health Care Facilities Act," providing for the licensing and regulation of personal care facilities; establishing the Personal Care Facility Advisory Council and providing for its powers and duties; further providing for regulations of the department, for enforcement and for penalties; and making an appropriation.
