An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, providing for rate communications to utility customers; defining "rate base"; regulating valuation; prohibiting certain natural gas utilities from utilizing a sliding scale of rates to recover natural gas costs; further providing for commission powers and duties relating to the use of coal, and for procedures and standards for regulating the rates of natural gas utilities; and making a repeal.
