An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further defining "bus" and "motor-driven cycle"; changing requirements for certificates of title, transfers of ownership, transfers between dealers and manufacturers; further providing for junked vehicles; providing for the duration of security interests; requiring registrations and certificates of title; exempting additional vehicles from registration; authorizing permanent fleet registration; changing the designation of certain plates; further providing for use of miscellaneous plates; further providing for the contents, class and examinations for drivers' licenses; further providing for suspensions or revocations; changing certain point determinations, the removal thereof and suspensions and license surrender; providing for judicial review and notices; adding violations relating to drivers' licenses; and making violations of regulations summary offenses.
