An Act amending the "Public School Code of 1949," approved March 14, 1949 (P. L. 30, No. 14), transferring the finance, budget, taxation and fiscal policy decisions and functions related thereto of school districts of the first class to other municipal officials, providing for certain preaudit functions, recommending that the superintendent of a school district of the first class be a member of the mayor's cabinet, and making repeals.
