A Supplement to the act of July 9, 1976 (P. L. 857, No. 154), entitled "An act providing for the capital budget for the fiscal year 1976-1977," itemizing additional public improvement projects to be constructed by the Department of General Services, together with their estimated financial costs, authorizing the incurring of debt for the projects without approval of the electors to complete the projects, stating the estimated useful life of such projects and making an appropriation.
