L. 96, No. 6), providing legislative intent; redefining and adding definitions; adding general powers; creating a county Mental Health, Mental Retardation and Chemical Abuse Board and providing for its powers and duties; requiring plans and cost estimates; providing for transfer of employes, report to Legislature, auditing and funding formula.
