                          BRIDGE - DESIGNATIONS

                                  AN ACT

     Designating the scenic view adjacent to State Route 40 in
        Wharton Township, Fayette County, as the "Blue Star Point
        Lookout"; designating the portion of US Route 20, known as
        West 26th Street, in Millcreek Township, Erie County, from
        Peninsula Drive to Powell Avenue as the John W. Groters
        Memorial Highway; designating a portion of Cottman Avenue
        (Route 73), Burholme section, City of Philadelphia, as the
        Police Sergeant Stephen Liczbinski Memorial Highway; and
        designating the bridge on State Route 259 dividing Bolivar
        Borough and Fairfield Township, Westmoreland County, as the
        Glenn McMaster Memorial Bridge.

        The General Assembly of the Commonwealth of Pennsylvania
     hereby enacts as follows:

     Section 1.  Blue Star Point Lookout.
        (a)  Findings.--The General Assembly finds and declares as
     follows:
            (1)  The Blue Star Memorial Marker Program began in 1945
        to honor the men and women serving in the Armed Forces during
        World War II. The name was chosen for the star on flags
        displayed in homes and businesses denoting a family member
        serving.
            (2)  The Blue Star Memorial Marker Program now honors all
        men and women who have served, are serving or will serve in
        the Armed Forces of the United States.
            (3)  In June of 2007, the Great Meadows Garden Club of
        Farmington, in cooperation with the Department of
        Transportation, erected a Blue Star Memorial Highway Marker
        at the scenic view on State Route 9202.
            (4)  The scenic view designation honors the commitment,
        service and sacrifice of those who have served, are serving
        or will serve in the Armed Forces of the United States.
        (b)  Designation.--The scenic view adjacent to State Route 40
     in Wharton Township, Fayette County, is designated and shall be
     known as the "Blue Star Point Lookout."
        (c)  Signs.--The Department of Transportation shall erect and
     maintain signs which shall display the name of the scenic view
     designated in subsection (a) at the entrance to the scenic view
     on State Route 9202.
     Section 2.  John W. Groters Memorial Highway.
        (a)  Findings.--The General Assembly finds and declares as
     follows:
            (1)  John W. Groters was a prominent member of the Erie
        community as a volunteer, a businessman and a public servant.
            (2)  He was a volunteer at the West Ridge Fire Department
        and was the first person to teach first aid to all the
        volunteer fire departments in Millcreek.
            (3)  He was a partner in the Reffner and Groters Esso
        Station, located at the corner of West 26th Street and Powell
        Avenue in the late 1940s and early 1950s.
            (4)  He went to work for the Millcreek School District in
        maintenance and as a school bus driver, eventually rising to
        become head of transportation, where he scheduled the bus
        routes for all the Millcreek schools and still filled in as a
        driver when necessary.
            (5)  In recognition of his contributions to the Millcreek
        School District, the district honors his memory with an
        annual John W. Groters Driver of the Year Award.
        (b)  Designation.--The portion of US Route 20, known as West
     26th Street, in Millcreek Township, Erie County, from Peninsula
     Drive to Powell Avenue, is designated the John W. Groters
     Memorial Highway.
        (c)  Signs.--The Department of Transportation shall erect and
     maintain signs at both ends of the roadway designated in
     subsection (b).
     Section 3.  Police Sergeant Stephen Liczbinski Memorial Highway.
        (a)  Findings.--Police Sergeant Stephen Liczbinski was
     tragically killed in the line of duty on May 3, 2008, while
     pursuing bank robbers. Sergeant Liczbinski was 39 years old at
     the time of his death. He was a devoted and loving husband to
     his wife and a proud and loving father to his three children. He
     was a resident of the Burholme section of Philadelphia.
        (b)  Designation.--The portion of Cottman Avenue (Route 73)
     from Algon Avenue west to Central Avenue, Burholme section, City
     of Philadelphia, is hereby designated as the Police Sergeant
     Stephen Liczbinski Memorial Highway.
        (c)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs to indicate the designation under
     subsection (b).
     Section 4.  Glenn McMaster Memorial Bridge.
        (a)  Designation.--The bridge on State Route 259 dividing
     Bolivar Borough and Fairfield Township, Westmoreland County, is
     hereby designated as the Glenn McMaster Memorial Bridge.
        (b)  Markers to be erected.--The Department of Transportation
     shall erect suitable markers at each end of the bridge
     displaying the designation made under subsection (a).
     Section 5.  Effective date.
        This act shall take effect in 60 days.
