VOCATIONAL EDUCATION, ACCEPTING A FEDERAL ACT CONCERNING Act of Jul. 11, 1917, P.L. 757, No. 281 Cl. 24 AN ACT Concerning vocational education; and providing for the acceptance by the Commonwealth of Pennsylvania of the provisions of the act of Congress, approved February twenty- third, one thousand nine hundred seventeen, entitled "An act to provide for the promotion of vocational education; to provide for cooperation with the States in the promotion of such education in agriculture and the trades and industries; to provide for cooperation with the States in the preparation of teachers of vocational subjects; and to appropriate money and regulate its expenditure," and conferring certain powers upon the State Board of Education. Whereas, An act of Congress, approved February twenty-third, one thousand nine hundred seventeen, providing for the promotion of vocational education, requires the States participating in its benefits to accept the provisions of said act; therefore,-- Section 1. Be it enacted, &c., That the Commonwealth of Pennsylvania hereby accepts the provisions of the act of Congress, approved February twenty-third, one thousand nine hundred seventeen, entitled "An act to provide for the promotion of vocational education; to provide for cooperation with the States in the promotion of such education in agriculture and the trades and industries; to provide for cooperation with the States in the preparation of teachers of vocational subjects; and to appropriate money and regulate its expenditure." The Commonwealth of Pennsylvania formally accepts the provisions of said act of Congress with respect to the following funds therein provided: a. appropriation for the salaries of teachers, supervisors, and directors of agricultural subjects; b. appropriation for salaries of teachers of trade, home economics, and industrial subjects; c. appropriation for the training of teachers of vocational subjects. Section 2. The State Treasurer is hereby designated as the custodian of the Federal appropriation for vocational education, and shall receive money paid to the State from the United States Treasury under the provisions of said act of Congress, and shall pay out the same upon the warrant of the Auditor General of the State when the same is certified by the State Board of Education. Section 3. The State Board of Education is hereby designated as the State board to carry out, through the bureau of vocational education, the provisions of said act so far as the same relates to the cooperation of the State and Federal governments, and shall have full power to take all necessary steps in the formulation of plans for the promotion of education in agriculture, in trades, in home economics, in industries, and to formulate and execute plans for the preparation of teachers of vocational subjects. Section 4. The Secretary of the Commonwealth is hereby directed to forward a certified copy of this act to the Federal Board of Vocational Education. |
