MEMORANDUM

Posted: December 3, 2024 02:40 PM
From: Senator Lisa Baker
To: All Senate members
Subject: Top 5 Campaign Disclosures

Please join me in co-sponsoring legislation to afford greater transparency in campaign financing by requiring any persons or groups who make an independent expenditure for political advertising to disclose their “Top Five Contributors.”

The issue of independent expenditures has grown exponentially in recent years.  Since the U.S. Supreme Court’s Citizens United v. Federal Election Commission decision, the growth of super-PACs and so-called dark money groups has come to the forefront and, frankly, added more chaos and confusion to an already complicated landscape.  The electorate is often left wondering who these groups are and who is behind campaign advertising.  This legislation will make it easier for citizens to ascertain who is donating the most money to generically-named PACs by displaying the contributors who donated the most in television, radio, internet and print advertising.

I last introduced this legislation as Senate Bill 403 in 2019, and I believe the time is right for consideration of the measure.
