MEMORANDUM

Posted: March 1, 2024 10:10 AM
From: Senator Daniel Laughlin and Sen. Wayne Langerholc, Jr.
To: All Senate members
Subject: Requiring Prosecutors to Notify ICE of Illegal Migrants Charged with Violating State Law

In the near future, we plan to introduce legislation to protect law-abiding Pennsylvanians from illegal migrants who violate the laws of this Commonwealth.

Two NYPD officers were assaulted by illegal migrants earlier this year.  Several of these offenders had been previously arrested by law enforcement and were back on the streets.  Accordingly this lack of notification prompted New York City Mayor Adams to call for U.S. Immigration and Customs Enforcement (ICE) to be informed of those illegal migrants who have been charged with violations of state law.   Sadly and surprisingly this is not occurring.

Last week, Laken Hope Riley, a 22-year-old student at Augusta University in Georgia was brutally murdered by an illegal migrant with multiple previous arrests by various law enforcement across the country.  This is unconscionable and must be remedied.

Our legislation will require the Attorney for the Commonwealth to immediately notify ICE once charges are filed.  This will ensure that illegal migrants who violate our laws are held accountable.

Please join us in co-sponsoring this legislation.

Introduced as SB1127
