Subject: | Understanding PTSD and TBI among military veterans involved in the criminal justice system |
I will be introducing a resolution directing the Commission on Sentencing and other stakeholders to conduct a thorough and comprehensive study on the effects that post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI) have on veterans in the criminal justice system and recommend improvements based on the study. A small percentage of military veterans become involved in the criminal justice system. Research has found evidence of an association between PTSD and criminal justice involvement among military veterans. The Department of Defense estimates that over 313,000 military veterans have experienced some type of TBI related to their service. Having an accurate picture of the number of veterans involved in Pennsylvania’s criminal justice system, and their needs relative to PTSD and TBI will facilitate policy discussions around how to best accommodate their unique needs.
