Subject: | Special Orders for Wine and Spirit Sales |
In the near future, I plan to introduce legislation that would create fair and equitable guidelines for the Pennsylvania Liquor Control Board (PLCB) to monitor and restrict Special Order Wine and Spirit Sales to restaurants and supermarkets across the Commonwealth. Currently, the PLCB may restrict sale of any product directly from suppliers to licensees through the Special-Order sales channel under the authority granted by Act 39 of 2016. Specifically, this legislation would specify a fair sales number of 72,000 bottles sold thru the Special-Order channel in a calendar year (January 1-December 31) before the PLCB may refuse to process additional orders. This sales number of 72,000 bottles will allow many suppliers to continue to serve the 18,000-plus restaurants and taverns across the Commonwealth in the manner they have for decades. This will protect these important small businesses that are cornerstones of our local communities.
