Subject: Revitalizing the Industrial Sites Reuse Program (ISRP)
 
In the near future I plan to introduce legislation to recapitalize and streamline the Industrial Sites Reuse Program (ISRP). Established by Act 4 of 1995, the ISRP is a very effective tool used by the Department of Community and Economic Development (DCED) to provide grants and loans for environmental assessment and remediation to turned blighted land into redevelopment opportunities.

ISRP funds may be used for environmental assessments and remediation only by eligible applicants who did not cause or contribute to environmental contamination at sites where industrial activity was conducted prior to July 18, 1995. Industrial activity is defined as commercial, manufacturing, public utility, mining, distribution of goods and services, research and development, warehousing, stockpiling of raw materials, storage or repair and maintenance of commercial machinery and equipment, and solid waste management.

My legislation will recapitalize and expand the program so that every former industrial side in the state is eligible for grants. Under current law, only distressed areas, cities, and large boroughs and townships are eligible for such grants.  Further, the annual limit on expenditures on grants from amounts in the fund would be lifted, which will ensure that qualifying projects can be funded if money is available in the fund. It also is intended for demolition costs. Lastly, the legislation will provide $20 million in new funding to the program.

Finally, the two separate funds that provide revenue for the program would be merged into a combined fund. This will allow for a more strategic use of the money among the cleanup grants, environmental assessment grants and low-interest financing.
