MEMORANDUM

Subject: Allowing Tickets to a Bingo Event to be Purchased Online with a Debit Card

Last year I was contacted by one of my local county fairs holding a bingo event that wanted to sell tickets to the event online and were told by their county that they were not allowed to do so.  While the Bingo Law does not state it cannot be done, it also does not specifically state that it can be done, and it leaves the interpretation and oversight up to the county.

For uniformity purposes throughout all counties in the Commonwealth, and to better help these organizations conduct such bingo events, I will be reintroducing legislation to specifically state that those with a Bingo License may sell tickets to their bingo event online.  Tickets may only be bought with a debit card, not a credit card.  Please note, this does not allow the actual playing of bingo online, just simply the ability to purchase a ticket to a bingo event online.

This legislation was Senate Bill 1332 of the 2021-2022 legislative session, cosponsored by Senators Collett, Stefano and Brewster.

Thank you for your consideration of cosponsoring this simple fix to clarify existing law.  Please contact Fallon Binner if you have any questions at fbinner@pasen.gov.
