Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: December 2, 2022 12:45 PM
From: Senator Chris Gebhard and Sen. Michele Brooks
To: All Senate members
Subject: State Tax Credit for Volunteer Emergency Medical Technicians (EMTs)

In the near future, we will be introducing legislation creating a state tax credit to help our local communities recruit and retain certified Emergency Medical Technicians (EMTs).

A certified EMT who has been active for two years will qualify for a $500 tax credit for taxes owed to the state Department of Revenue, and a certified EMT who has been active for six years or more will qualify for a $1,000 tax credit.

In order to qualify, the certified EMT must be a resident of the Commonwealth and be an active EMT at the time their tax return is filed. Any amount of this tax credit that cannot be applied to that year’s tax liability could be carried over and applied to the individual’s tax liability for the following year.

We hope you will join us in cosponsoring this legislation. Pennsylvania is in a state of crisis in regards to the certified EMT shortage, with the ranks of those available to answer emergency calls dwindling to alarming lows. This tax credit is one way to help attract and keep those who willingly and unselfishly serve and protect the people in our communities.

Please do not hesitate to contact Matt Urban of Senator Gebhard’s staff (murban@pasen.gov) or Fallon Binner of Senator Brooks staff (fbinner@pasen.gov) with any questions.
