Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: June 13, 2022 01:35 PM
From: Senator Doug Mastriano
To: All Senate members
Subject: Property Tax and Rent Rebate Recovery Payments

In the near future, I plan to introduce legislation to provide immediate economic relief for hundreds of thousands of seniors and individuals with disabilities.

My bill will allocate up to $225,000,000 in ARP funds to be used for one-time recovery payments to any claimant who received a rebate of property taxes or rent under the Property Tax/Rent Rebate program. The amount of this one-time supplemental rebate will be slightly more than double the amount a claimant received for calendar year 2021.

Residents over the age of 65 represent over 18% of Pennsylvania's population and 8% of that population currently lives below the poverty line. Many of these senior citizens are living on fixed incomes and property taxes continue to rise. Record-high inflation in every sector of the economy has compounded these struggles.

On average, eligible participants of the Property Tax/Rent Rebate program receive $475 in rebate payments per year. Since the program’s 1971 inception, older and disabled adults have received more than $7.3 billion in property tax and rent relief.

I hope you will join me as a co-sponsor of this legislation.
