| Subject: | Battery-Charged Security Fences |
| In the near future, I will introduce legislation that will standardize and modernize Pennsylvania’s Highway Fence Law by updating the current Act’s archaic language and adding a new section to regulate battery-charged security fences in Pennsylvania. This is modeled after a successful ordinance enacted in Philadelphia in 2012. Battery-charged security fences are primarily used as alarm systems to protect and secure large outdoor storage areas, including large equipment rental facilities, scrap metal yards, trucking depots, rail yards, among other places. My legislation will not affect electric fences used primarily for the containment of livestock or other animals. Although there are scores of battery-charged security fences across Pennsylvania, there is significant confusion and inconsistency regarding what type of permitting is required, often severely delaying the ability of businesses to secure their properties. The need and interest in such fences have been acute given the recent uptick in the theft of scrap metal and catalytic converters. Thank you for your consideration in co-sponsoring this legislation.
