Subject: Lifeline Scholarship Legislation
 
In the near future, I plan to introduce legislation that creates the Lifeline Scholarship. These scholarships will be available to families living in our Commonwealth’s lowest-achieving school districts. With these scholarships, students within these districts will be able to pursue an education that meets their needs.
 
Under this legislation, parents with children in grades 1-12 who reside within the attendance area of a district school in the bottom 15 percent of performance metrics based on state testing would be eligible to receive a scholarship. This scholarship will offset costs associated with choosing an alternative academic setting that meets their child’s individual learning needs. 
 
Lifeline Scholarships can only be used for qualified education expenses such as tuition, textbooks, curriculum, tutoring, or services for students with special needs.
 
The accounts would be administered by the Pennsylvania Treasurer, much like the existing Pennsylvania 529 Plan that allows parents to save for college.
 
This legislation will give more children attending low-performance school districts the opportunity to attend a school that better meets their needs. Please join me in sponsoring this legislation, which will send an educational lifeline to the thousands of Pennsylvania students trapped in our lowest-performing schools.
